Accountant

Duties include but may not be limited to the following:
Accounting Functions Classified and processes transactions that include verifying the accuracy and completeness of the accounting data, compliance with regulations, determining the accounts and subsidiary accounts affected and determining the entries to be made. Carefully analyzes each voucher or invoice to determine propriety of payment to include required certifications by authorized officials, compliance with contract provisions, price agreements, and/or other directives. Coordinates and resolves discrepancies and/or problems. Corrects rejects promptly. Maintains multiple spreadsheets with financial data to include but not limited to obligation control document tracking spreadsheet, IPPS, payments, returned checks, etc. Maintains the database for beneficiary travel mileage vouchers. Reviews transactions for timeliness and reasonableness and resolves problematic areas. Ensures that funds are available to cover obligations to prevent anti-deficiency. Prepares journal vouchers, inter-office transfer vouchers, and expenditure transfer. Processes and establishes obligations and adjustments ensuring proper fund source and costing. Documents all follow-up actions as required. Prepares and submits all required reports, both internal and external. Assists with auditing and classifying Non-MCCF accounts, receivable documents from various appropriations in a timely manner consistent with the monthly accounting accrual system. Assists with maintaining all real property accounting records, ensuring proper coding/costing for transmission into the appropriate capital accounts, including work in process, for all funds. Audits Responsible for conducting routine reviews of accounting transactions which requires the application of generally accepted accounting principles to ensure technical accuracy of accounting records and compliance with VA regulations. Responsible for the accurate and timely preparation of recurring financial reports for submission to the VISN and VA Central office and for preparing special reports for use by local management and operating officials. Reconciliations Responsibility for extracting data from various systems to include RSD, VITSTA and FMS. Advanced knowledge of accounting and information systems, the incumbent is responsible for identifying variables in data and utilizing macros that produce automated, formatted and usable reports for completion of accounting functions, audit reporting requirements and financial record-keeping. Reconciles accounts by comparing account balances with related data to assure agreement; reviewing records and source document to identify the sources of discrepancies; and determining the entries required to bring the account into balance. A degree in accounting or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term accounting means accounting and/or auditing in this standard. Similarly, accountant should be interpreted, generally, as accountant and/or auditor.) (TRANSCRIPT REQUIRED) OR, A combination of education and experience of at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. (TRANSCRIPT REQUIRED) The applicant's background must also include one of the following:
A) Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law. B) A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination. C) Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study; and (c) expect for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements. Experience:
You must have one year of specialized experience equivalent to at least the next lower grade GS-7 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
comprehensive knowledge of maintaining and controlling accounts and accounting transactions in a highly complex finance and accounting system. Maintains and inputs data into a comprehensive cost accounting system for all appropriate funds as well as accounting for capitalization of assets, liabilities, and computation of accruals, classification of costs to the general ledger, operating ledger and subsidiary ledger. OR, Education:
Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have two (2) years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree. Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education directly related to the work of the Accountant position. Preferred
Experience:
Professional accounting theories, methods and techniques. Knowledge in analyzing and interpreting data. Knowledge in spreadsheets and automated accounting platforms. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note:
A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Physical Requirements:
Physical demands are of the type that would normally occur in an office environment. Incumbent is subject to normal pressure in meeting accounting deadlines, (monthly/quarterly reconciliation at end of the year close out). Work is primarily sedentary but may require some walking, bending, standing, lifting, stopping, climbing stairs, carrying computer reports, files, manuals, and ledgers. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
